Attorney General George Jepsen sent letters last week to the state’s hospitals seeking broad information about their acquisition of independent physician practices, free-standing ambulatory surgical centers and urgent care centers and seeking detailed descriptions of their disclosure of hospital affiliation and any facility fees charged to patients seeking care.

Merrill & Jepsen Collect $1.3 Million in Penalties from Companies Transacting Business in Connecticut Without Legal Authority
Connecticut Secretary of the State Denise Merrill and Attorney General George Jepsen today announced that during Fiscal Year 2013, a joint effort by their offices resulted in the collection of more than $1.3 million in penalties from out-of-state companies operating in Connecticut without legal authority to transact business.

Consumer Counsel Katz, AG Jepsen: Agreement Provides $10 Million in Refunds to Connecticut Water Co. Customers
Due to changes in the federal Internal Revenue Service’s accounting regulations, Connecticut Water Co. stands to recover approximately $10 million for taxes paid since 2010 and, under a settlement agreement finalized today, the company will refund those dollars to its customers over a two-year period, Consumer Counsel Elin Swanson Katz and Attorney General George Jepsen announced.

Connecticut Joins Multistate Settlement with Affinion Resolving Allegations of Deceptive Practices
Attorney General George Jepsen and state Department of Consumer Protection Commissioner William M. Rubenstein announced today that the state has joined with 46 other states and the District of Columbia in a settlement with Stamford-based Affinion Group, Inc. and its subsidiaries, Trilegiant Corporation and Webloyalty.com, Inc., to settle allegations that the companies misled consumers into signing up and paying for discount clubs and memberships.

Attorney General Jepsen: Legislation Needed to Ensure Clear Disclosure of Facility Fees to Patients
In order to provide patients with meaningful notice of the fees and the cost of their care, Attorney General George Jepsen today announced his intention to propose legislation that will ensure that any fees are clearly disclosed in advance of care.

Judge’s Preliminary Decision on Transmission Rates Favorable to New England States and Electric Utility Customers
A federal administrative law judge has agreed with Connecticut and the New England states that earnings paid to electric transmission owners are too high, a decision that could mean substantial savings for the region’s utility customers if approved by the Federal Energy Regulatory Commission.

Attorney General: 6,300 Homeowners Helped By National Mortgage Foreclosure Settlement
Attorney General George Jepsen today called the $25 billion mortgage foreclosure settlement with the nation’s five largest mortgage loan servicing companies a “tremendous success” for providing mortgage relief benefits of approximately $450 million to nearly 6,300 Connecticut borrowers.
